Why Doesn't LA Have Estimated Driving Times?

I guess the Bay Area is spoiled with having estimated driving times over the net or by calling 511.  I'm trying to figure out which is the best way to head down to Disneyland, as The 5 through Downtown LA, among other bottlenecks along The 5 just plain sucks ass.  All I can get are speed conditions for the Southland freeways.  C'mon LA?  Why does the Bay Area have an upper edge on traffic reporting?!?

Anyway, I got bored and checked current drive times in the Bay.  Holy mother of God!  Two hour drive time estimate for the Hercules to Downtown SF commute?!?  Which, btw, is 22 miles in length!  Apparently Caltrans was late in cleaning up an overnight project and something with the new skyway... *shrugs*
